Between Routine Operations and Disaster Mode

On 14 and 15 July 2021, the Ahr Valley in Germany was hit by a once-in-a-century flood disaster that claimed 135 lives. Entire villages were cut off, infrastructure collapsed, and disaster relief operations continued until 1 October 2021.
The specialist publication “Die Einsatzführung im Ahrtal 2021 – Erkenntnisse aus der Flutkatastrophe für die Leitung und das Führen im Katastrophenschutz” (“Incident Command during the Ahr Valley Flood 2021 – Lessons for Leadership and Coordination in Civil Protection”) by Dominic Gisler, Sebastian Herbe, and Ramian Fathi reconstructs decision-making paths and critical weak points during this crisis.
